Pennsylvania rounded out the top five with a score of 55.99, balancing its fifth-place rank in gambling friendliness with a 16th place in gambling problem & treatment.

Conversely, Utah was positioned at the bottom of the list, ranked 50th with a score of 24.14. It scored the lowest in gambling friendliness and stood at 18th in terms of gambling problem & treatment.

The report utilized a comprehensive set of data points including lottery sales, the prevalence of gambling machines, illegal gambling rates, and problem gambling statistics. These factors were divided into two primary categories for comparison: gambling friendliness and gambling problem & treatment.

States like Georgia, Hawaii, Kentucky, New Hampshire, and South Carolina, alongside Tennessee, found themselves near the bottom of the list in terms of gaming machines, all tying for the 44th spot.
