As if life of a solider wasn’t bad enough, in response to significant concerns about gambling addiction among military personnel, the President of Ukraine, Volodymyr Zelenskyy, has just announced new regulations that he’s enacted. These regulations expressly forbid Ukrainian soldiers from engaging in any gambling activities, whether online or in physical locations, throughout the period of martial law.

Addressing the Growing Concern of Gambling Addiction

The new policy emerged after Pavlo Petrychenk, from Ukraine’s 56th Brigade, initiated a petition that brought attention to the increasing problem of gambling addiction in the military. This issue is particularly pressing as soldiers face unique psychological pressures, including extended separation from their families and the stress of military engagements, which may push them towards gambling as a way to cope. Recognizing these challenges, President Zelenskyy’s administration is taking decisive action to limit gambling access among armed forces members. The petition, which highlighted these concerns, received widespread support with over 25,000 signatures, indicating a broad acknowledgment of the gambling issue’s personal and security ramifications.

Strategic Measures to Combat Gambling Issues

To combat gambling addiction, Ukraine is set to initiate a comprehensive awareness campaign about the risks associated with gambling. Additionally, the healthcare system will integrate a clinical protocol for diagnosing and treating gambling addiction, supported by specialized training for medical professionals to enhance their ability to manage this disorder among patients.

The presidential decree issued on Saturday introduces several strict measures aimed at curbing problem gambling and strengthening regulatory oversight across the entire gambling industry. This includes enhanced restrictions on advertising, especially ads that incorporate symbols related to Ukraine’s armed forces. Furthermore, online gambling sites are required to enforce mandatory loss limits and scheduled breaks for players, aiming to reduce the risks of excessive gambling.

The decree mandates a robust enforcement framework, including a site-blocking initiative to ensure compliance with the new regulations. Ukrainian security services have been tasked with monitoring the adherence of operators to these regulations within a two-month timeframe. The measures also prohibit players from holding multiple accounts with the same gambling operator, thus preventing the circumvention of the newly imposed restrictions.

A More Widespread Problem

These regulatory updates are part of Ukraine’s broader efforts to address problem gambling within its armed forces and prevent the potential consequences of gambling addiction, such as the sale of military equipment on the black market.

Many countries have thus began to advocate for parental education on the dangers of gambling and stricter regulations on advertising, and laws regarding online gambling.
