Georgia’s new International iGaming Licence regime pairs a five-year licence with Georgian corporate banking access and gambling-coded MCC 7995 payment processing, Random Systems Georgia and Georgia International Strategic Group said.

MCC 7995 is the merchant category code for gambling transactions. Having a country’s banking arrangements coded that way means operators’ payments process as legitimate gambling transactions rather than being blocked or miscoded, a service many licensing jurisdictions cannot reliably deliver. Georgia International Strategic Group (GISG), the exclusive authorised representative for licensing international operators under the framework, presents that arrangement as the core of the offer, alongside a 5% tax on gross gaming revenue, 0% on reinvested profits and a 1% regulatory monitoring fee.

Banking built into the licence

Random Systems Georgia (RSG), the government’s designated gambling regulator, said it developed the regime to align the government, the Ministry of Finance, the Revenue Service, regulators and the banking sector under a single system of governance. RSG said the framework integrates iGaming with banking and fintech, compliance and business process outsourcing.

GISG said banks are already onboarding operators, the regulator answers enquiries in days, and the first licensees are preparing to go live. Those claims come from the regime’s own promoter and are not independently confirmed; no first-party document and no second outlet corroborate the terms. The regime soft-launched in July 2026, and parliament passed legislation establishing permits for international online casino, slots and sports betting, with Georgian citizens excluded from participation.

Who the licence is aimed at

RSG positions the regime toward operators serving Commonwealth of Independent States, Central Asian and other markets rather than competing with Malta or Gibraltar. Supervisory board member Vakhtang Katamadze said the technology base already exists and the licence and payments are now in place.

GISG also said a further upgrade in operators’ favour will be announced in October 2026. The amount of the annual permit fee listed in the published terms has not been disclosed.
