July 9 9:00 am - 9:30 am Opening Keynote:  Bitcoin: a Public Good Privately Provided Governments build public goods, markets private goods right? Wrong! There's a fundamental and growing class of ‘emergent public goods' that emerge from private interaction. A market itself is such an emergent public good, celebrated as 'order without design' by Adam Smith and Friedrich Hayek. So too the early economists thought of currency as an emergent public good and the historical record suggests that government mandating of currency came later. This presentation will consider the promise of bitcoin in lowering the transactions costs of trade and ask what governments and other actors in the economy can and should do to accelerate the beneficial adoption of digital currency.

July 10 12:15 pm - 1:00 pm Altcoins and Decentralized Applications (DApps) Since Bitcoin's inception we've seen many new altcoin/cryptoledger projects. The vast majority of these are shallow clones that don't innovate in any way, but some of these projects may result in a drastic change not only in the tech sector, but in the way we assemble as human beings. Public key infrastructure, distribution of funds, voting, resource management, insurance, and many other processes may soon be performed in a completely decentralized fashion. This talk will start with a brief overview of some of the genuine innovations we've seen since Bitcoin, and then we'll delve into some of the technical details about the Ethereum project in particular.
